The Bank of Agriculture (BOA) has announced the opening of applications for the Renewed Hope Smallholder Support and Value-Chain Fund (RH-SHF), inviting qualified Farmer Aggregator Companies and offtakers across Nigeria to submit expressions of interest.

The initiative is a key component of the Federal Government’s Renewed Hope Agenda, designed to strengthen agricultural productivity by supporting smallholder farmers through organised aggregation, financing, and guaranteed market access.

According to BOA, the RH-SHF is a strategic financing intervention focused on improving food production, reducing risks for farmers, and enhancing value-chain coordination nationwide.

About the Renewed Hope Smallholder Support and Value-Chain Fund

The RH-SHF programme is structured to deliver a comprehensive support system for smallholder farmers, including:

  • Timely access to quality inputs
  • Extension and agronomy support services
  • Guaranteed market off-take for farm produce

Rather than working with individual farmers directly, BOA is leveraging accredited farmer aggregators as the backbone of implementation to ensure efficiency, scale, and accountability.

Role of Farmer Aggregators Under RH-SHF

Selected aggregator companies will serve as the operational link between BOA and participating farmers. Their responsibilities include:

1. Mobilising and managing organised farmer clusters

2. Coordinating the distribution of farm inputs and extension services

3. Aggregating harvested produce from farmers

5. Linking farmers to guaranteed markets

6. Providing programme data for monitoring and evaluation

Aggregators are expected to demonstrate strong capacity in value-chain coordination and farmer network management.

Who Is Eligible to Apply?

Applications are open to:

  • Farmer Aggregation Companies
  • Agricultural offtakers with structured smallholder farmer networks

Eligible applicants must show clear capacity to:

  • Manage clustered farmers
  • Support production activities
  • Coordinate aggregation and market access across the value chain

Minimum Qualification Requirements

Interested companies must meet the following criteria:

Operational Requirements

  • Existing farmer networks with verifiable hectares under cultivation
  • Proven experience in produce aggregation and offtake
  • Access to storage facilities or aggregation centres

At least three (3) years’ experience in:

  • Agricultural aggregation
  • Out-grower scheme management
  • Value-chain coordination

Applicants must also demonstrate a consistent track record of working with smallholder farmers organised in clusters or cooperatives.

  • Audited financial statements for the last three years
  • Minimum annual turnover of ₦500,000,000
  • Clearly defined market or off-take arrangements

1. Formal application letter

2. CAC incorporation documents

3. Memorandum and Articles of Association
