The Federal Ministry of Education has declared the commencement of fund distribution under the Tertiary Institution Staff Support Fund via TISSF portal, a significant program initiated by President Bola Ahmed Tinubu as part of the Renewed Hope Agenda.
This initiative seeks to enhance the welfare of staff, boost productivity within institutions, and foster innovation throughout Nigeria’s higher education sector.

The TISSF was launched in August 2025 following a high-level stakeholders’ discussion that took place in July, moving from the planning stage to full execution.
According to the Ministry, in the initial year, over 9,000 staff members from tertiary institutions have received financial support. This number constitutes 28 percent of the 33,000 approved applicants from 219 Federal and State tertiary institutions nationwide.
The Ministry clarified that the first phase of the program utilizes a ratio of 30:70 between academic and non-academic staff, indicating the government’s dedication to inclusivity and equity within the educational workforce.

While discussing this achievement, the Minister of Education, Dr. Maruf Tunji Alausa (FAMedS), CON, commended President Bola Ahmed Tinubu for his leadership and commitment to educational reform.
He stated, “The President is fulfilling his promises to our tertiary institutions concerning welfare, productivity, and the future. Within just four months, the payments have begun. This is a leader who delivers, and the Ministry of Education is sincerely thankful for his ongoing support and dedication to staff welfare.”
The TISSF is an element of the Federal Government’s Nigerian Education Sector Renewal Initiative (NESRI), which aims to fortify the education system through improvements in welfare, training, and institutional development.
The fund is intended to elevate staff morale and performance while establishing tertiary institutions as hubs of innovation and knowledge creation.

By offering zero-interest concessionary loans alongside welfare packages, the TISSF enables staff to access up to 10 million naira to enhance their living conditions and work productivity. The support encompasses crucial areas such as housing, education, healthcare, transportation, and small business growth.
Dr. Alausa remarked, “This Fund goes beyond mere disbursement; it aims to restore dignity, acknowledge dedication, and reconstruct the pillars of our knowledge economy.”
The Ministry reaffirmed its commitment to maintaining transparency, providing quarterly financial reports, and regularly engaging with participating institutions to ensure accountability and the long-term sustainability of the initiative.
