The National Secretariat of the Nigeria Education Repository and Databank (NERD) has issued an official statement to clarify transitional arrangements for graduating students and higher institutions following the Federal Government’s enforcement of the NERD Compliance Directive, which took effect on October 6, 2025.
In the statement released on October 17, 2025, NERD congratulated all graduating students from Nigerian universities, polytechnics, and colleges of education, including those awaiting National Youth Service Corps (NYSC) mobilization, acknowledging their vital role in national development.
The Secretariat explained that recent consultations with key government agencies, including the NYSC, were held to ensure a smooth transition and avoid disruptions in the ongoing mobilisation process for Batch C 2025 prospective corps members.

According to NERD, the Federal Government’s directive requires all graduates and institutions to comply with the NERD data and clearance framework before mobilisation.
However, students currently preparing for the 2025 Batch C NYSC mobilization will not be affected by the new enforcement rules, as their mobilization process began before the directive’s effective date.
Transitional Arrangements
NERD confirmed that it has relaxed certain compliance measures for Batch C 2025 corps members. These candidates will be allowed to proceed with NYSC registration and mobilisation without being hindered by the new clearance conditions.
Scope of Enforcement
The full enforcement of the NERD compliance directive applies to graduates seeking mobilization from January/February 2026 onwards.
Graduates who completed their programmes and were already mobilised, undergoing NYSC service, or registered with the NYSC before October 6, 2025, fall under the pre-enforcement or transitional category and are therefore exempt.

Implementation Framework
NERD will continue to work closely with the NYSC to ensure that Batch C 2025 prospective corps members can complete their registration seamlessly once the portal reopens.
The clarification applies to all Nigerian tertiary institutions, irrespective of type or ownership.
The update aligns with the official NERD Compliance Circular issued by the Secretary to the Government of the Federation, Senator George Akume (CON), and the Federal Executive Council’s approval of the NERD National Policy earlier in 2025.
Institutional Guidelines
NERD urged all higher institutions to begin early preparations for future NYSC mobilisations by ensuring their graduating students’ data are properly uploaded and verified on the NERD portal before submission deadlines.
The Secretariat assured that adequate technical support and extended portal access will be provided to accommodate the needs of various institutions.
