Many applicants of the Federal Government’s Presidential Metering Initiative (PMI) have noticed different statuses appearing on their application dashboards, including Stream 2, Stream 3, and Unassigned. As a result, many are unsure whether these statuses affect their chances of participating in the programme.

To help applicants better understand the process, below is an explanation of what each stream means, how they are funded, and what applicants should expect moving forward.

Understanding the Presidential Metering Initiative (PMI) Streams

The Presidential Metering Initiative is being implemented through different funding channels, with each stream supporting the nationwide deployment of electricity meters and the training of meter installers and technicians.

Stream 1 – Distribution Sector Recovery Program (DISREP)

Stream 1 operates under the Distribution Sector Recovery Program (DISREP), a World Bank-supported initiative aimed at strengthening Nigeria’s electricity distribution sector.

The programme focuses on:

  • Upgrading electricity distribution infrastructure.
  • Improving the operational capacity of Distribution Companies (DisCos).
  • Supporting large-scale electricity meter deployment.
  • Enhancing service delivery across participating electricity distribution networks.

Stream 2 – Meter Acquisition Fund (MAF)

Stream 2 is funded through the Meter Acquisition Fund (MAF) approved by the Nigerian Electricity Regulatory Commission (NERC) and financed by Distribution Companies (DisCos).

This stream is responsible for:

  • Procuring smart prepaid electricity meters.
  • Deploying meters to unmetered electricity customers.
  • Conducting training and deployment based on individual DisCo implementation schedules.
  • Supporting faster metering across participating electricity distribution areas.

Stream 3 – Presidential Metering Initiative (PMI-SGDL)

Stream 3 serves as the flagship implementation stream of the Presidential Metering Initiative.

Funding for this stream comes from the Federation Account, with contributions from the:

  • Federal Government
  • State Governments
  • Local Governments

Training and deployment under Stream 3 follow the Federal Government’s official rollout plan and national implementation strategy.

What Does “Unassigned” Mean?

Applicants whose dashboards currently display “Unassigned” should not panic.

An Unassigned status simply means that the application has not yet been allocated to any implementation stream. This is a normal stage of the selection process, and stream allocations will continue as the programme progresses.
