Applications are now open for the Africa Centres for Disease Control and Prevention (Africa CDC) AVoHC Kofi Annan Scholars Programme 2026 for the position of Financial Specialist.
The programme is a flagship initiative of the African Union (AU) under the African Volunteer Health Corps (AVoHC), created to strengthen public health systems and emergency response capacity across Africa.
The programme is seeking 20 experienced Financial Specialists from African Union Member States and the African Diaspora who are willing to contribute their expertise through on-call volunteer deployments during public health emergencies and health system strengthening initiatives.
Although this is a volunteer programme, selected participants will receive deployment support, professional development opportunities, and international exposure while contributing to Africa’s public health transformation.
About the AVoHC Kofi Annan Scholars Programme
The Kofi Annan Scholars Programme is one of Africa CDC’s flagship capacity-building initiatives designed to mobilize highly skilled African professionals to support National Public Health Institutes (NPHIs) across the continent.
Through the African Volunteer Health Corps (AVoHC), professionals are deployed to provide technical assistance, strengthen institutional capacity, and improve emergency preparedness and response systems.
The programme offers an opportunity for experts to make meaningful contributions while expanding their professional experience across Africa.

Role Overview
Financial Specialists will provide technical support to National Public Health Institutes by strengthening financial management systems, improving accountability, and ensuring compliance with national and international financial standards.
Successful candidates will work closely with health institutions to enhance budgeting, financial reporting, auditing processes, and financial sustainability.

Key Responsibilities
Selected Financial Specialists will be expected to:
- Assess existing financial policies, procedures, and systems.
- Develop financial management manuals covering budgeting, accounting, auditing, and fund disbursement.
- Ensure compliance with national financial regulations and international standards.
- Strengthen financial reporting and auditing processes.
- Build the capacity of finance teams through training and mentorship.
- Establish internal control systems to minimize financial risks and prevent fraud.
- Develop financial risk management strategies.
- Advise institutional leadership on financial sustainability and resource mobilization.
- Engage stakeholders to improve transparency, accountability, and financial governance.
Eligibility Requirements
Interested applicants should ensure they meet the programme requirements before applying.
Applicants must possess:
1. A Master’s Degree or PhD in Finance, Accounting, Business Administration, or a related discipline.
2. A minimum of seven (7) years of relevant experience in financial management, financial policy development, or related fields.
3. Experience working with financial systems, governance frameworks, and public sector financial management.

4. Professional certifications such as:
- CPA
- ACCA
- CFA
will be considered an added advantage.
Required Skills
Successful candidates should demonstrate:
1. Strong expertise in financial planning, budgeting, auditing, and risk management.
2. Knowledge of public financial management systems within Africa.
3. Familiarity with International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS).
4. Excellent analytical and problem-solving abilities.
5. Strong communication and stakeholder engagement skills.
6. Ability to work effectively in multicultural and high-pressure environments.
7. Proficiency in at least one African Union working language, including:
- English
- French
- Arabic
- Portuguese
- Spanish
- Swahili
