The Federal Ministry of Agriculture and Food Security (FMAFS) is inviting applications from qualified professionals for five strategic positions under the Livelihood Improvement Family Enterprises – Niger Delta (LIFE-ND) Project in Edo State.

The LIFE-ND Project is a $90 million joint initiative funded by the Federal Government of Nigeria (FGN), the International Fund for Agricultural Development (IFAD), and the Niger Delta Development Commission (NDDC). The programme is designed to promote agribusiness development, improve food security, and create sustainable employment opportunities for youths and women across the Niger Delta region.

Successful candidates will work within the State Project Coordinating Office (SPCO) in Benin City and play key roles in implementing internationally funded rural development projects.

The LIFE-ND Project is a flagship agricultural and rural development programme focused on empowering young people and women through profitable agribusiness enterprises.

Available Positions

Applications are invited for the following positions:

  • State Knowledge Management and Communication Officer (SKMCO)
  • State Rural Infrastructure Officer (SRIO)

All positions are based at the State Project Coordinating Office, Benin City, Edo State.

1. State Knowledge Management and Communication Officer (SKMCO)

The successful candidate will coordinate communication, advocacy, and knowledge-sharing activities while promoting the project’s visibility and stakeholder engagement.

Key Responsibilities

The officer will:

  • Implement the project’s Knowledge Management and Communication (KMC) strategy.
  • Develop communication activities for the Annual Work Plan and Budget.
  • Organize knowledge-sharing events and policy dialogues.
  • Coordinate media engagement and advocacy campaigns.
  • Produce knowledge products alongside the Monitoring and Evaluation team.
  • Maintain stakeholder databases and project information resources.

Requirements

Applicants should possess:

  • A university degree in Communications, Journalism, Development Studies, or a related discipline.
  • At least three (3) years of relevant experience.
  • Experience in agriculture or rural development projects.
  • Strong writing, documentation, advocacy, and communication skills.
  • ICT and media relations experience will be an added advantage.

2. State Rural Infrastructure Officer (SRIO)

The Rural Infrastructure Officer will oversee infrastructure projects supporting agricultural development.

  • Monitoring feeder road, market, and agro-processing centre projects.
  • Coordinating Local Government Action Plans.
  • Supervising engineers and technical personnel.
  • Managing agro-processing equipment procurement.

Requirements

Applicants must possess:

  • A Bachelor’s Degree in Civil Engineering.
  • COREN registration (mandatory).
  • Minimum of five (5) years relevant experience.
  • Experience managing agricultural or rural infrastructure projects.

3. State Project Internal Auditor (SPIA)

The Internal Auditor will strengthen financial accountability and ensure compliance with IFAD project guidelines.

The role involves:

  • Auditing financial systems and internal controls.
  • Monitoring compliance with IFAD financing procedures.
  • Reviewing financial reports.
  • Conducting procurement audits.
  • Verifying project assets.

Requirements

4. State Monitoring and Evaluation Officer (SMEO)

  • Developing Monitoring and Evaluation activities.
  • Conducting baseline surveys and beneficiary assessments.
  • Monitoring project performance indicators.
  • Preparing quarterly, semi-annual, and annual reports.
  • Tracking project implementation and expenditure.
  • Organizing annual review and planning workshops.
  • Supervising service providers.

Requirements

Applicants should possess:

  • A Master’s Degree in Agricultural Economics, Economics, Statistics, Social Sciences, or a related field.
  • At least eight (8) years of relevant experience.
  • Knowledge of databases, statistical software, and digital data collection tools.
  • Excellent analytical and communication skills.
  • Fluency in a major Edo State language is an added advantage.

5. State Procurement Officer (SPO)

The Procurement Officer will coordinate procurement activities in accordance with donor and national regulations.

Key Responsibilities

The successful candidate will:

  • Coordinate bid evaluations and contract awards.

Requirements

Applicants should possess:

  • A university degree in Engineering, Finance, Management, Purchasing, or a related discipline.
  • Minimum of four (4) years post-qualification experience.
  • At least two (2) years applying internationally accepted procurement practices.
  • Good knowledge of Nigerian Procurement Laws and IFAD procurement guidelines.
  • Strong integrity, teamwork, and communication skills.

Contract Details

Successful candidates will be employed under the following terms:

  • Duty Station: State Project Coordinating Office, Benin City, Edo State.
  • Reports To: State Project Coordinator.
  • Initial Appointment: One-year probation.
  • Contract Renewal: Renewable two-year contract based on satisfactory performance.
