The Presidential Amnesty Programme (PAP), under the Office of the Special Adviser to the President on Niger Delta, has opened applications for the 2026/2027 Onshore Scholarship Award for eligible undergraduate and postgraduate students studying in Nigerian public and private tertiary institutions.

The scholarship is designed to support human capital development in the Niger Delta by providing financial assistance to eligible PAP beneficiaries pursuing higher education. Successful scholars can receive support covering tuition fees, accommodation, monthly In-Training Allowance (ITA), and book allowance.

Eligibility Requirements for Presidential Amnesty Programme (PAP) 2026/2027 Onshore Scholarship Application

Applicants must meet the applicable requirements for their level of study:

  • Must be an eligible PAP beneficiary, including ex-agitators or persons from impacted communities in the nine Niger Delta states.
  • Eligible states are Ondo, Edo, Delta, Bayelsa, Rivers, Imo, Abia, Akwa Ibom and Cross River.
  • Undergraduate applicants must have sat for the 2026 UTME or be new entrants into 100-level programmes for the 2026/2027 academic session.
  • Must have a valid 2026/2027 UTME result.
  • A minimum UTME score of 200 or as otherwise specified by PAP is generally required.
  • Must be at least 16 years old as of September 2026.
  • Applicants awaiting WAEC or NECO results are not eligible.
  • Postgraduate applicants must be new entrants into their chosen programmes for the 2026/2027 academic session.
  • Existing scholarship recipients must maintain the required minimum CGPA to remain eligible.
  • Applicants must not have been involved in acts of misconduct that contravene PAP regulations.
  • Shortlisted applicants may be required to participate in a written aptitude test and oral interview.

Applicants must fall within the PAP’s eligible beneficiary categories from:

  • Ondo
  • Edo
  • Delta
  • Bayelsa
  • Rivers
  • Imo
  • Abia
  • Akwa Ibom
  • Cross River

Application Period

Applications are open from:

  • Monday, 10 August 2026
  • Deadline: Friday, 21 August 2026

Applicants are advised not to wait until the final day to submit their applications, particularly where supporting information or documents may be required.
